{"id":75723,"date":"2021-05-18T14:03:29","date_gmt":"2021-05-18T18:03:29","guid":{"rendered":"https:\/\/www.citizen.org\/?post_type=article&#038;p=75723"},"modified":"2021-05-25T09:27:33","modified_gmt":"2021-05-25T13:27:33","slug":"facebook-complaints","status":"publish","type":"article","link":"https:\/\/www.citizen.org\/article\/facebook-complaints\/","title":{"rendered":"Complaints Against Facebook"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">We, the undersigned organizations, lodge the following complaints against Facebook:<\/span><\/p>\n<p style=\"text-align: center;\"><b>POLITICAL INTERFERENCE<\/b><\/p>\n<ol>\n<li><span style=\"font-weight: 400;\">Facebook is now the <\/span><a href=\"https:\/\/www.citizen.org\/news\/big-tech-lobbying-and-campaign-spending-soars\/\"><span style=\"font-weight: 400;\">biggest corporate lobbying spender<\/span><\/a><span style=\"font-weight: 400;\"> in the U.S.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook set up a <\/span><a href=\"https:\/\/www.citizen.org\/news\/groups-to-facebook-shut-down-american-edge\/\"><span style=\"font-weight: 400;\">dark money group<\/span><\/a><span style=\"font-weight: 400;\">, American Edge, to influence lawmakers and voters.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook has spent years <\/span><a href=\"https:\/\/web.archive.org\/web\/20190302143109\/https:\/\/www.theguardian.com\/technology\/2019\/mar\/02\/facebook-global-lobbying-campaign-against-data-privacy-laws-investment\"><span style=\"font-weight: 400;\">lobbying<\/span><\/a><span style=\"font-weight: 400;\"> against privacy protection laws around the world, such as the General Data Protection Regulation.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook\u2019s algorithm suppressed stories from progressive news <\/span><a href=\"https:\/\/www.businessinsider.com\/facebook-mark-zuckerberg-throttled-traffic-to-progressive-news-sites-wsj-2020-10\"><span style=\"font-weight: 400;\">outlets<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.theverge.com\/2019\/3\/11\/18260857\/facebook-senator-elizabeth-warren-campaign-ads-removal-tech-break-up-regulation\"><span style=\"font-weight: 400;\">took down<\/span><\/a><span style=\"font-weight: 400;\"> Sen. Elizabeth Warren\u2019s ads about breaking up the company.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook\u2019s political ad library, a key accountability mechanism, is insufficient and <\/span><a href=\"https:\/\/www.issueone.org\/new-report-digital-disaster-the-failures-of-facebook-google-and-twitters-political-ad-transparency-policies\/\"><span style=\"font-weight: 400;\">hard to use<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The combined lobbying expenditures of Facebook and Google <\/span><a href=\"https:\/\/pressgazette.co.uk\/facebook-google-lobbying-spending-congress-news-big-tech\/\"><span style=\"font-weight: 400;\">significantly exceed<\/span><\/a><span style=\"font-weight: 400;\"> the total lobbying expenditures by the U.S. news industry, making both platforms formidable opponents to traditional media when it comes to issues such as Facebook using regular news sources without reimbursing them.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Despite pledging to suspend political donations in the wake of the Capitol insurrection, Facebook quietly <\/span><a href=\"https:\/\/popular.info\/p\/facebook-pledged-to-suspend-political\"><span style=\"font-weight: 400;\">donated $50,000<\/span><\/a><span style=\"font-weight: 400;\"> to the Republican State Leadership Committee, which is actively advocating for voter suppression laws around the country.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>MONOPOLIZATION OF MARKETS<\/b><\/p>\n<ol start=\"9\">\n<li><span style=\"font-weight: 400;\">The Federal Trade Commission, along with 46 states, DC, and Guam, launched an antitrust lawsuit against Facebook over the acquisition of Instagram and WhatsApp &#8212; accusing Facebook of <\/span><a href=\"https:\/\/www.cnbc.com\/2020\/12\/09\/ftc-and-several-states-launch-antitrust-lawsuits-against-facebook.html\"><span style=\"font-weight: 400;\">holding monopolistic power<\/span><\/a><span style=\"font-weight: 400;\"> in the U.S. social networking market and seeking to break it up.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook abuses its role as a gatekeeper by charging advertisers high prices for access to the digital economy and has been accused of <\/span><a href=\"https:\/\/www.wsj.com\/articles\/inside-the-google-facebook-ad-deal-at-the-heart-of-a-price-fixing-lawsuit-11609254758\"><span style=\"font-weight: 400;\">illegally fixing prices<\/span><\/a><span style=\"font-weight: 400;\"> to drive up costs for small businesses.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook has been lobbying Congress to change Section 230 to<\/span><a href=\"https:\/\/www.eff.org\/deeplinks\/2021\/03\/facebooks-pitch-congress-section-230-me-not-thee\"> <span style=\"font-weight: 400;\">solidify<\/span><\/a><span style=\"font-weight: 400;\"> its monopoly power and crush competition from more decentralized platforms.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>DATA SECURITY LAPSES<\/b><\/p>\n<ol start=\"12\">\n<li><span style=\"font-weight: 400;\">Facebook has long been and remains vulnerable to <\/span><a href=\"https:\/\/www.bbc.com\/news\/technology-10796584\"><span style=\"font-weight: 400;\">hacking, phishing<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/bits.blogs.nytimes.com\/2013\/06\/03\/malware-that-drains-your-bank-account-thriving-on-facebook\/?smid=tw-share\"><span style=\"font-weight: 400;\">malware, and data theft<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook failed to protect users\u2019 privacy in a 2018 breach of <\/span><a href=\"https:\/\/www.citizen.org\/news\/facebook-critics-file-ftc-complaint-over-breach-of-30-million-accounts\/\"><span style=\"font-weight: 400;\">30 million accounts<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.theguardian.com\/technology\/2019\/mar\/21\/facebook-admits-passwords-unprotected\"><span style=\"font-weight: 400;\">admitted<\/span><\/a><span style=\"font-weight: 400;\"> that it mistakenly stored hundreds of millions of passwords of Facebook and Instagram users in unencrypted plaintext as far back as 2012.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.theguardian.com\/technology\/2021\/apr\/08\/facebook-2019-breach-users?CMP=Share_iOSApp_Other\"><span style=\"font-weight: 400;\">has not notified<\/span><\/a><span style=\"font-weight: 400;\"> more than 530 million users whose details were exposed on a hacker forum in 2019 and has no plans to do so, according to company representatives.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Instagram was hacked in 2017, exposing <\/span><a href=\"https:\/\/www.theverge.com\/2017\/9\/1\/16244304\/instagram-hack-api-bug-doxagram-selena-gomez%20https:\/\/www.thedailybeast.com\/hackers-make-searchable-database-to-dox-instagram-celebs\"><span style=\"font-weight: 400;\">millions of phone numbers<\/span><\/a><span style=\"font-weight: 400;\"> and leading to a searchable database of celebrity contacts.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">WhatsApp, over its lifetime, has been the subject of <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Reception_and_criticism_of_WhatsApp_security_and_privacy_features\"><span style=\"font-weight: 400;\">numerous<\/span><\/a><span style=\"font-weight: 400;\"> hacks, security failures, and security design flaws.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>PRIVACY VIOLATIONS<\/b><\/p>\n<ol start=\"18\">\n<li><span style=\"font-weight: 400;\">From 2010 to 2018, Facebook <\/span><a href=\"https:\/\/www.nytimes.com\/2018\/12\/18\/technology\/facebook-privacy.html\"><span style=\"font-weight: 400;\">granted access<\/span><\/a><span style=\"font-weight: 400;\">\u00a0 to users&#8217; private messages, address book contents, and private posts to more than 150 third parties including Microsoft, Amazon, Yahoo, Netflix, and Spotify.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Some of Facebook&#8217;s top-rated apps were caught <\/span><a href=\"https:\/\/venturebeat.com\/2010\/10\/17\/wsj-reports-facebook-apps-including-banned-lolapps-games-transmitted-private-user-data\/\"><span style=\"font-weight: 400;\">transmitting identifying information<\/span><\/a><span style=\"font-weight: 400;\"> to dozens of advertising and internet tracking companies, using an HTTP referrer that exposed the user&#8217;s identity and sometimes their friends&#8217; identities.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook entered into a consent decree in 2011 in which it promised not to violate its own privacy policies, but the company <\/span><a href=\"https:\/\/www.citizen.org\/news\/with-ftc-settlement-expect-facebook-to-violate-privacy-again-and-again\/\"><span style=\"font-weight: 400;\">broke its promises<\/span><\/a><span style=\"font-weight: 400;\"> over and over again.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook admitted that an app related to Cambridge Analytica was able to harvest the personal data of <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-03-20\/how-facebook-made-its-cambridge-analytica-data-crisis-even-worse\"><span style=\"font-weight: 400;\">up to 87 million Facebook users<\/span><\/a><span style=\"font-weight: 400;\"> without their consent, by exploiting their friendship connection to the users who sold their data via the app.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">The Obama presidential campaign used a common Facebook developer API \u2013 the same one used to access the data for Cambridge Analytica \u2013 to create a <\/span><a href=\"http:\/\/swampland.time.com\/2012\/11\/20\/friended-how-the-obama-campaign-connected-with-young-voters\/\"><span style=\"font-weight: 400;\">Facebook app<\/span><\/a><span style=\"font-weight: 400;\"> that could <\/span><a href=\"https:\/\/www.fastcompany.com\/40546816\/obama-campaigns-targeted-share-app-also-used-facebook-data-from-millions-of-unknowing-users\"><span style=\"font-weight: 400;\">capture the personal data<\/span><\/a><span style=\"font-weight: 400;\"> not only of the app user, but also of all that person\u2019s friends.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook enlisted contractors to <\/span><a href=\"https:\/\/www.cnbc.com\/2019\/08\/13\/facebook-hired-people-to-transcribe-voice-calls-made-on-messenger.html\"><span style=\"font-weight: 400;\">generate transcripts<\/span><\/a><span style=\"font-weight: 400;\"> of users&#8217; private audio chats.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook tracks non-members through <\/span><a href=\"https:\/\/www.bbc.com\/news\/technology-34987422\"><span style=\"font-weight: 400;\">cookies<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Several Facebook apps sent users&#8217; health data &#8212; including blood pressure and ovulation status &#8212; to the company <\/span><a href=\"https:\/\/www.cbsnews.com\/news\/facebook-reportedly-received-sensitive-health-data-from-apps-without-consent\/\"><span style=\"font-weight: 400;\">without informed consent<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">WhatsApp <\/span><a href=\"https:\/\/www.theverge.com\/2016\/8\/25\/12638698\/whatsapp-to-start-sharing-user-data-with-facebook\"><span style=\"font-weight: 400;\">shares user data<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/arstechnica.com\/tech-policy\/2021\/01\/whatsapp-users-must-share-their-data-with-facebook-or-stop-using-the-app\/\"><span style=\"font-weight: 400;\">metadata<\/span><\/a><span style=\"font-weight: 400;\"> with Facebook and its affiliates.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook&#8217;s mobile app <\/span><a href=\"https:\/\/www.theguardian.com\/technology\/2018\/dec\/19\/facebook-users-avoid-location-based-ads-settings-investigation-reveals\"><span style=\"font-weight: 400;\">reveals users&#8217; location<\/span><\/a><span style=\"font-weight: 400;\"> to the company, even if the user does not &#8220;check in&#8221; and if the user has configured all relevant settings in the app to keep their location as private as possible.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook\u2019s privacy settings are overly complex and confusing, and require users to opt-out of data surveillance.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Facebook fails to be<\/span><a href=\"https:\/\/techcrunch.com\/2020\/02\/25\/facebooks-latest-transparency-tool-doesnt-offer-much-so-we-went-digging\/\"> <span style=\"font-weight: 400;\">transparent<\/span><\/a><span style=\"font-weight: 400;\"> with users about what data is collected, how it is used, and what measures are in place to prevent it from being abused.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>ENABLING GOVERNMENT INTRUSIONS<\/b><\/p>\n<ol start=\"30\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook data was <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2013\/jun\/06\/us-tech-giants-nsa-data\"><span style=\"font-weight: 400;\">accessed<\/span><\/a><span style=\"font-weight: 400;\"> in the National Security Administration&#8217;s mass-surveillance PRISM program.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook has <\/span><a href=\"https:\/\/www.wired.com\/story\/facebook-messenger-end-to-end-encryption-default\/\"><span style=\"font-weight: 400;\">not fulfilled promises<\/span><\/a><span style=\"font-weight: 400;\"> to protect users&#8217; communication from corporate and government surveillance with default end-to-end encryption on all private communications.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>HARMS TO ADVERTISERS<\/b><\/p>\n<ol start=\"32\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.cnbc.com\/2021\/02\/18\/facebook-knew-ad-metrics-were-inflated-but-ignored-the-problem-lawsuit-claims.html\"><span style=\"font-weight: 400;\">misled<\/span><\/a> <a href=\"https:\/\/adage.com\/article\/digital\/facebook-agrees-pay-advertisers-40-million-over-inflated-video-stats\/2205101\"><span style=\"font-weight: 400;\">paying advertisers<\/span><\/a><span style=\"font-weight: 400;\"> with <\/span><a href=\"https:\/\/www.citizen.org\/news\/facebook-says-it-found-more-mistakes-in-metrics-reported-to-advertisers\/\"><span style=\"font-weight: 400;\">inaccurate metrics<\/span><\/a><span style=\"font-weight: 400;\"> the company knew to be inflated.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><a href=\"https:\/\/techcrunch.com\/2012\/07\/30\/startup-claims-80-of-its-facebook-ad-clicks-are-coming-from-bots\/\"><span style=\"font-weight: 400;\">80% of the clicks<\/span><\/a><span style=\"font-weight: 400;\"> on Facebook\u2019s ads were clicks by bots, despite Facebook <\/span><a href=\"https:\/\/www.forbes.com\/sites\/roberthof\/2012\/08\/08\/stung-by-click-fraud-allegations-facebook-reveals-how-its-fighting-back\/?sh=c9565d215629\"><span style=\"font-weight: 400;\">claiming <\/span><\/a><span style=\"font-weight: 400;\">that most clicks were real users.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">As many as <\/span><a href=\"https:\/\/comprendia.com\/2012\/08\/01\/are-40-of-life-science-company-facebook-page-likes-from-fake-users\/\"><span style=\"font-weight: 400;\">40% of &#8220;likes&#8221;<\/span><\/a><span style=\"font-weight: 400;\"> of company pages are suspected to be fake.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>HARMS TO EMPLOYEES<\/b><\/p>\n<ol start=\"35\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Many of Facebook\u2019s content moderators are low-paid <\/span><a href=\"https:\/\/www.irishtimes.com\/culture\/tv-radio-web\/facebook-s-dirty-work-in-ireland-i-had-to-watch-footage-of-a-person-being-beaten-to-death-1.3841743\"><span style=\"font-weight: 400;\">contractors<\/span><\/a><span style=\"font-weight: 400;\"> who face unrealistic expectations, harsh working conditions, and constant exposure to <\/span><a href=\"https:\/\/www.theverge.com\/2019\/2\/25\/18229714\/cognizant-facebook-content-moderator-interviews-trauma-working-conditions-arizona\"><span style=\"font-weight: 400;\">disturbing content<\/span><\/a><span style=\"font-weight: 400;\">, including graphic violence, animal abuse, and child pornography.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Some content moderators have <\/span><a href=\"https:\/\/www.theverge.com\/2020\/5\/12\/21255870\/facebook-content-moderator-settlement-scola-ptsd-mental-health\"><span style=\"font-weight: 400;\">reported<\/span><\/a> <a href=\"https:\/\/www.theverge.com\/2019\/2\/25\/18229714\/cognizant-facebook-content-moderator-interviews-trauma-working-conditions-arizona\"><span style=\"font-weight: 400;\">posttraumatic stress disorder<\/span><\/a><span style=\"font-weight: 400;\"> stemming from lack of access to counseling, coupled with <\/span><a href=\"https:\/\/www.tampabay.com\/news\/2020\/02\/06\/facebook-sued-by-tampa-workers-who-suffered-trauma-from-watching-videos\/\"><span style=\"font-weight: 400;\">unforgiving<\/span><\/a><span style=\"font-weight: 400;\"> expectations and the violent content they are assigned to review.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A software bug <\/span><a href=\"https:\/\/www.theguardian.com\/technology\/2017\/jun\/16\/facebook-moderators-identity-exposed-terrorist-groups\"><span style=\"font-weight: 400;\">exposed the personal details <\/span><\/a><span style=\"font-weight: 400;\">of 1,000 Facebook workers involved in reviewing and removing terrorism content, and their profiles likely were viewed by potential terrorists in groups such as ISIS, Hezbollah, and the Kurdistan Workers&#8217; Party.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>HARMS TO CHILDREN<\/b><\/p>\n<ol start=\"38\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook set up a market research program to spy on <\/span><a href=\"https:\/\/techcrunch.com\/2019\/01\/29\/facebook-project-atlas\/\"><span style=\"font-weight: 400;\">teenagers and young adults<\/span><\/a><span style=\"font-weight: 400;\"> between the ages of 13 and 35 to get data on their app usage, browsing history, search history, location history, personal messages, photos, videos, emails, and Amazon order history. It only shut down the program once it was exposed by the press.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Instagram\u2019s location tracking services <\/span><a href=\"https:\/\/www.citizen.org\/news\/facebook-wants-instagram-to-know-where-you-and-your-children-are-at-all-times-a-dangerous-precedent\/\"><span style=\"font-weight: 400;\">likely violated the Children\u2019s Online Privacy Protection Act<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.citizen.org\/news\/groups-call-on-facebook-to-disclose-and-explain-its-collection-of-psychological-insights-about-its-youngest-users-2\/\"><span style=\"font-weight: 400;\">gathered data on children<\/span><\/a><span style=\"font-weight: 400;\"> to gain psychological and <\/span><a href=\"https:\/\/www.theguardian.com\/technology\/2017\/may\/01\/facebook-advertising-data-insecure-teens\"><span style=\"font-weight: 400;\">behavioral<\/span><\/a><span style=\"font-weight: 400;\"> insights.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>HARMS TO USERS<\/b><\/p>\n<ol start=\"41\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook has failed to police <\/span><a href=\"https:\/\/www.buzzfeednews.com\/article\/sapna\/say-no-to-the-dress\"><span style=\"font-weight: 400;\">merchandise scams<\/span><\/a><span style=\"font-weight: 400;\"> on its platform.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/arstechnica.com\/tech-policy\/2016\/01\/appeals-court-upholds-deal-allowing-kids-images-in-facebook-ads\/\"><span style=\"font-weight: 400;\">misappropriated<\/span><\/a><span style=\"font-weight: 400;\"> users&#8217; <\/span><a href=\"https:\/\/lawandcrime.com\/high-profile\/why-did-we-get-facebook-class-action-lawsuit-checks-in-the-mail-today\/\"><span style=\"font-weight: 400;\">names and likenesses<\/span><\/a><span style=\"font-weight: 400;\"> in advertisements.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook conducted <\/span><a href=\"https:\/\/www.usatoday.com\/story\/tech\/2014\/07\/03\/facebook-emotion-study-complaint-epic\/12157471\/\"><span style=\"font-weight: 400;\">emotional manipulation studies<\/span><\/a> <a href=\"https:\/\/www.theatlantic.com\/technology\/archive\/2014\/06\/everything-we-know-about-facebooks-secret-mood-manipulation-experiment\/373648\/\"><span style=\"font-weight: 400;\">on its 400;\">Studies show that Facebook makes people <\/span><a href=\"https:\/\/www.bbc.com\/news\/technology-23709009\"><span style=\"font-weight: 400;\">feel worse<\/span><\/a><span style=\"font-weight: 400;\"> about themselves.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>HATE AND DISCRIMINATION<\/b><\/p>\n<ol start=\"45\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook intentionally amplifies hate and disinformation, because that content <\/span><a href=\"https:\/\/www.facebook.com\/notes\/mark-zuckerberg\/a-blueprint-for-content-governance-and-enforcement\/10156443129621634\/\"><span style=\"font-weight: 400;\">generates the most engagement<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Official information about COVID-19 safety and vaccines is <\/span><a href=\"https:\/\/themarkup.org\/citizen-browser\/2021\/03\/04\/official-information-about-covid-19-is-reaching-fewer-black-people-on-facebook\"><span style=\"font-weight: 400;\">reaching fewer Black people<\/span><\/a><span style=\"font-weight: 400;\"> on Facebook compared to other demographic groups.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook\u2019s <\/span><a href=\"https:\/\/www.propublica.org\/article\/facebook-hate-speech-censorship-internal-documents-algorithms\"><span style=\"font-weight: 400;\">hate-speech rules<\/span><\/a><span style=\"font-weight: 400;\"> promote and protect white supremacy, while at the same time suppressing the voices of racial justice activists and organizers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook\u2019s <\/span><a href=\"https:\/\/www.nytimes.com\/2020\/06\/19\/technology\/facebook-youtube-twitter-black-lives-matter.html\"><span style=\"font-weight: 400;\">recommendation<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a href=\"https:\/\/revealnews.org\/article\/how-activists-of-color-lose-battles-against-facebooks-moderator-army\/\"><span style=\"font-weight: 400;\">moderation<\/span><\/a><span style=\"font-weight: 400;\"> algorithms fuel right-wing extremism and leave Black and Brown activists vulnerable to racist threats and violence.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A U.S. agency investigating Facebook for racial bias in hiring and promotions has <\/span><a href=\"https:\/\/www.reuters.com\/article\/us-facebook-workers-exclusive\/exclusive-u-s-agency-probes-facebook-for-systemic-racial-bias-in-hiring-promotions-idUSKBN2AY006\"><span style=\"font-weight: 400;\">designated the probe as \u201csystemic,\u201d<\/span><\/a><span style=\"font-weight: 400;\"> according to attorneys for three job applicants and a manager who claim the company discriminated against them.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">When presented with internal research that some of Instagram\u2019s moderation algorithms were <\/span><a href=\"https:\/\/www.nbcnews.com\/tech\/tech-news\/facebook-management-ignored-internal-research-showing-racial-bias-current-former-n1234746\"><span style=\"font-weight: 400;\">racially biased<\/span><\/a><span style=\"font-weight: 400;\">, Facebook shut down researchers at the company from digging further and blocked them from testing new rules to combat racial bias.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For more than a year, Zuckerberg <\/span><a href=\"https:\/\/www.washingtonpost.com\/technology\/2020\/10\/12\/zuckerberg-holocaust-denial-facebook\/\"><span style=\"font-weight: 400;\">stridently defended Holocaust deniers<\/span><\/a><span style=\"font-weight: 400;\"> posting on Facebook before reversing course.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.aclu.org\/blog\/womens-rights\/womens-rights-workplace\/facebook-settles-civil-rights-cases-making-sweeping\"><span style=\"font-weight: 400;\">discriminated against women job seekers<\/span><\/a><span style=\"font-weight: 400;\"> by targeting job ads to men.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.aclu.org\/blog\/womens-rights\/womens-rights-workplace\/facebook-settles-civil-rights-cases-making-sweeping\"><span style=\"font-weight: 400;\">discriminated against older job seekers<\/span><\/a><span style=\"font-weight: 400;\"> by targeting job ads to younger people.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook\u2019s ad platforms facilitated <\/span><a href=\"https:\/\/www.theverge.com\/2019\/3\/28\/18285178\/facebook-hud-lawsuit-fair-housing-discrimination\"><span style=\"font-weight: 400;\">housing discrimination<\/span><\/a><span style=\"font-weight: 400;\"> through targeted advertising, which allowed advertisers to target or <\/span><a href=\"https:\/\/www.propublica.org\/article\/facebook-advertising-discrimination-housing-race-sex-national-origin\"><span style=\"font-weight: 400;\">exclude specific audiences<\/span><\/a><span style=\"font-weight: 400;\"> from campaigns.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook&#8217;s advertising platform may be <\/span><a href=\"https:\/\/www.theverge.com\/2019\/4\/4\/18295190\/facebook-ad-delivery-housing-job-race-gender-bias-study-northeastern-upturn\"><span style=\"font-weight: 400;\">inherently discriminatory<\/span><\/a><span style=\"font-weight: 400;\">, since ad delivery is influenced by how often specific demographics interact with specific types of advertising &#8212; even if they are not explicitly determined by the advertiser.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>MISINFORMATION<\/b><\/p>\n<ol start=\"56\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/science.sciencemag.org\/content\/348\/6239\/1130.abstract?casa_token=GLv-98tAgZoAAAAA:UizWz6J0-GmPTWQEy9cnDsBHrxO3dyUsCjPFSxJMje5zxpCsjd6uN-gzrJ7Lusx0tJdvPonqTvimFgQ\"><span style=\"font-weight: 400;\">acknowledged<\/span><\/a><span style=\"font-weight: 400;\"> that its algorithms help create <\/span><a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/abs\/10.1111\/npqu.11519\"><span style=\"font-weight: 400;\">media echo chambers<\/span><\/a><span style=\"font-weight: 400;\"> and limit users\u2019 exposure to ideologically discordant viewpoints.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">430 Facebook pages \u2013 followed by 45 million people \u2013 were found to be <\/span><a href=\"https:\/\/www.theguardian.com\/technology\/2021\/jan\/30\/facebook-letting-fake-news-spreaders-profit-investigators-claim\"><span style=\"font-weight: 400;\">spreading false information<\/span><\/a><span style=\"font-weight: 400;\"> about <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/10\/tech-giants-struggle-stem-infodemic-false-coronavirus-claims\"><span style=\"font-weight: 400;\">COVID-19 and vaccinations<\/span><\/a><span style=\"font-weight: 400;\">, despite a promise by Facebook that no user or company should directly profit from false information about COVID-19.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In the 2016 election, Russia <\/span><a href=\"https:\/\/www.washingtonpost.com\/news\/the-switch\/wp\/2017\/10\/05\/russian-propaganda-may-have-been-shared-hundreds-of-millions-of-times-new-research-says\/\"><span style=\"font-weight: 400;\">used Facebook to disseminate election disinformation<\/span><\/a><span style=\"font-weight: 400;\">, specifically <\/span><a href=\"https:\/\/www.vox.com\/world\/2018\/12\/17\/18144523\/russia-senate-report-african-american-ira-clinton-instagram\"><span style=\"font-weight: 400;\">targeting Black voters<\/span><\/a><span style=\"font-weight: 400;\">. At least 470 Facebook accounts were created by the Russians during the campaign, and just six of them generated content that was shared at least 340 million times.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook\u2019s <\/span><a href=\"https:\/\/www.theverge.com\/2019\/9\/24\/20882401\/facebook-political-posts-fact-checking-nick-clegg-speech\"><span style=\"font-weight: 400;\">newsworthiness<\/span><\/a><span style=\"font-weight: 400;\"> exemption has allowed elected officials who are conspiracy theorists and white supremacists to gain power and mobilize thousands of people to spread disinformation.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.buzzfeednews.com\/article\/craigsilverman\/facebook-labels-trump-lies-do-not-stop-spread\"><span style=\"font-weight: 400;\">failed to slow<\/span><\/a><span style=\"font-weight: 400;\"> the spread of Trump\u2019s false claims of voter fraud and did nothing at all to prevent people from engaging with this toxic content.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Despite <\/span><a href=\"https:\/\/about.fb.com\/news\/2020\/08\/addressing-movements-and-organizations-tied-to-violence\/\"><span style=\"font-weight: 400;\">vowing<\/span><\/a><span style=\"font-weight: 400;\"> in August 2020 to take action against militant and extremist groups, Facebook <\/span><a href=\"https:\/\/www.buzzfeednews.com\/article\/ryanmac\/full-facebook-stop-the-steal-internal-report\"><span style=\"font-weight: 400;\">allowed<\/span><\/a><span style=\"font-weight: 400;\"> them to delegitimize the election, promote violence, and organize the Capitol siege. Some of these groups <\/span><a href=\"https:\/\/www.buzzfeednews.com\/article\/christopherm51\/far-right-militias-facebook-recruiting-report\"><span style=\"font-weight: 400;\">are still thriving<\/span><\/a><span style=\"font-weight: 400;\"> on the platform.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook\u2019s executives <\/span><a href=\"https:\/\/www.nytimes.com\/2020\/11\/24\/technology\/facebook-election-misinformation.html\"><span style=\"font-weight: 400;\">refuse<\/span><\/a><span style=\"font-weight: 400;\"> to implement measures that would curb disinformation if those measures hurt the company\u2019s bottom line. For example, Facebook <\/span><a href=\"https:\/\/www.nytimes.com\/2020\/12\/16\/technology\/facebook-reverses-postelection-algorithm-changes-that-boosted-news-from-authoritative-sources.html\"><span style=\"font-weight: 400;\">rolled back<\/span><\/a><span style=\"font-weight: 400;\"> a change made to its news feed algorithm that boosted authoritative new sources, despite <\/span><a href=\"https:\/\/www.vanityfair.com\/news\/2020\/11\/facebooks-election-tweaks-curb-misinformation\"><span style=\"font-weight: 400;\">internal calls<\/span><\/a><span style=\"font-weight: 400;\"> to make it a permanent feature.<\/span><\/li>\n<\/ol>\n<p style=\"text-align: center;\"><b>GLOBAL LAWLESSNESS<\/b><\/p>\n<ol start=\"63\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The chairman of the U.N. Independent International Fact-Finding Mission on Myanmar said Facebook played a &#8220;determining role&#8221; in the <\/span><a href=\"https:\/\/www.reuters.com\/article\/us-myanmar-rohingya-facebook\/u-n-investigators-cite-facebook-role-in-myanmar-crisis-idUKKCN1GO2PN?edition-redirect=uk\"><span style=\"font-weight: 400;\">Rohingya genocide<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Despite repeated concerns from Facebook\u2019s own employees, the company continues to <\/span><a href=\"https:\/\/www.wsj.com\/articles\/facebook-staff-fret-over-chinas-ads-portraying-happy-muslims-in-xinjiang-11617366096\"><span style=\"font-weight: 400;\">allow image advertising that whitewashes<\/span><\/a><span style=\"font-weight: 400;\"> the Chinese government\u2019s genocide against Uyghars in Xinjiang region.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Parts of Brazil&#8217;s Amazon rainforest are being <\/span><a href=\"https:\/\/www.bbc.com\/news\/technology-56168844\"><span style=\"font-weight: 400;\">illegally sold<\/span><\/a><span style=\"font-weight: 400;\"> on Facebook, including national forests and land reserved for indigenous peoples, and the company refuses to block the ads.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook set up a<\/span><a href=\"https:\/\/www.citizen.org\/news\/facebooks-libra-should-die-a-quick-death\/\"> <span style=\"font-weight: 400;\">cryptocurrency<\/span><\/a><span style=\"font-weight: 400;\"> called Libra to serve as a private, global currency that would enable Facebook to insert itself into commercial transactions everywhere in the world. This portended massive consumer surveillance, threatened to facilitate consumer rip offs, and posed real risks to countries\u2019 ability to manage their own currencies and financial systems.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook <\/span><a href=\"https:\/\/www.bbc.com\/news\/world-australia-56165015\"><span style=\"font-weight: 400;\">temporarily banned Australian users from sharing news<\/span><\/a><span style=\"font-weight: 400;\"> articles on its site in an attempt to bully Australian lawmakers.<\/span><\/li>\n<li aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook&#8217;s lack of transparent and consistent <\/span><a href=\"https:\/\/theintercept.com\/2021\/05\/14\/facebook-israel-zionist-moderation\/\"><span style=\"font-weight: 400;\">content moderation policies<\/span><\/a><span style=\"font-weight: 400;\"> especially around the term \u201cZionist\u201d has led users that are <\/span><a href=\"https:\/\/www.reuters.com\/article\/israel-palestinians-socialmedia-idUSL8N2MU624\"><span style=\"font-weight: 400;\">critical<\/span><\/a><span style=\"font-weight: 400;\"> of the Israeli government to experience deleted posts and blocked accounts.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook has profited off everything from <\/span><a href=\"https:\/\/www.wsj.com\/articles\/facebook-youtube-overrun-with-bogus-cancer-treatment-claims-11562072401?mod=article_inline\"><span style=\"font-weight: 400;\">fake cancer cures<\/span><\/a><span style=\"font-weight: 400;\">, to <\/span><a href=\"https:\/\/www.washingtonpost.com\/outlook\/2019\/11\/04\/i-worked-political-ads-facebook-they-profit-by-manipulating-us\/\"><span style=\"font-weight: 400;\">election lies<\/span><\/a><span style=\"font-weight: 400;\">, to <\/span><a href=\"https:\/\/www.buzzfeednews.com\/article\/ryanmac\/facebook-profits-military-gear-ads-capitol-riot\"><span style=\"font-weight: 400;\">ads for military tactical gear<\/span><\/a><span style=\"font-weight: 400;\"> to extremists after the deadly siege of the U.S. Capitol.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Governments and independent watchdog groups around the world have consistently had to <\/span><a href=\"https:\/\/www.bbc.com\/news\/av\/world-africa-48105968\"><span style=\"font-weight: 400;\">intervene<\/span><\/a><span style=\"font-weight: 400;\"> to <\/span><a href=\"https:\/\/www.telegraph.co.uk\/technology\/facebook\/10398441\/Facebook-pulls-beheading-video.htm\"><span style=\"font-weight: 400;\">compel<\/span><\/a><span style=\"font-weight: 400;\"> Facebook to enforce its own policies on videos and livestreams depicting violence, war crimes, hate crimes, rape, child abuse, and extralegal executions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facebook used a complicated series of <\/span><a href=\"https:\/\/www.theguardian.com\/technology\/2012\/dec\/23\/facebook-tax-profits-outside-us\"><span style=\"font-weight: 400;\">shell companies and tax havens<\/span><\/a><span style=\"font-weight: 400;\"> to avoid paying billions of dollars in corporate taxes, and currently <\/span><span style=\"font-weight: 400;\">owes the U.S. <\/span><a href=\"https:\/\/www.theverge.com\/2020\/2\/19\/21144291\/facebook-irs-lawsuit-9-billion-taxes\"><span style=\"font-weight: 400;\">more than $9 billion<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Accordingly, we are calling for the immediate breakup of the company; for the company to pay its fair share and all taxes it owes;
