{"id":118914,"date":"2026-01-30T11:07:46","date_gmt":"2026-01-30T16:07:46","guid":{"rendered":"https:\/\/www.citizen.org\/?post_type=news&#038;p=118914"},"modified":"2026-02-02T14:52:22","modified_gmt":"2026-02-02T19:52:22","slug":"trade-deal-with-el-salvador-is-another-gift-for-tech-ceos","status":"publish","type":"news","link":"https:\/\/www.citizen.org\/news\/trade-deal-with-el-salvador-is-another-gift-for-tech-ceos\/","title":{"rendered":"Trade Deals With El Salvador, Guatemala Are Gifts for Tech CEOs"},"content":{"rendered":"<p>Washington, D.C. \u2014 Today, the Trump administration released a new \u201cAgreement on Reciprocal Trade\u201d (<a href=\"https:\/\/ustr.gov\/sites\/default\/files\/files\/Press\/Releases\/2026\/Guatemala%20ART%201.30%20for%20posting%20CLEAN.pdf\">ART<\/a>) with Guatemala, following the nearly identical one released yesterday with <a href=\"https:\/\/ustr.gov\/sites\/default\/files\/files\/Press\/Releases\/2026\/El%20Salvador%20Agreement%201.29%20FINAL.pdf\">El Salvador<\/a>. These are the latest agreements finalized in response to the so-called reciprocal tariffs that Trump announced on \u201cLiberation Day\u201d and that have been challenged all the way to the U.S. Supreme Court.<\/p>\n<p><b>In response, Melinda St Louis, Global Trade Watch Director at Public Citizen, issued the following statement:<\/b><\/p>\n<p>\u201cHere we go again. Trump\u2019s latest deals with El Salvador and Guatemala are packed with giveaways for Big Tech CEOs, who want to impede any and all future laws that might hold them accountable. As we\u2019ve seen with the trade deals with <a href=\"https:\/\/www.citizen.org\/news\/trumps-secret-trade-deals-with-malaysia-and-cambodia-revealed-imperialist-bullying-on-behalf-of-big-tech-other-corporate-interests\/\">Cambodia and Malaysia<\/a>, these Latin American deals contains a number of handouts to Big Tech and other corporate interests.\u201d<\/p>\n<p><span style=\"text-decoration: underline\">Under the agreement, El Salvador and Guatemala will be:<\/span><\/p>\n<ul>\n<li>Barred from implementing taxes on digital services being provided within its borders or customs duties on electronic transmissions, thereby denying the countries a legitimate source of revenue and helping Big Tech companies to avoid paying their fair share.<\/li>\n<li>Restricted from reviewing algorithms or source code before they are released to the public, which will limit efforts to enhance transparency and accountability of software and AI systems.<\/li>\n<li>Restrained from implementing digital competition, platform accountability or online safety regulations that could be (mis)construed to discriminate against U.S. tech giants.<\/li>\n<\/ul>\n<p>In return, the U.S. agrees to remove tariffs on select goods, especially items not made or grown here. This is something that Trump has been feeling domestic pressure to do anyway and that the Supreme Court may soon mandate. The agreements also specifically say the U.S. is permitted to raise tariffs again for nearly any reason.<\/p>\n<p>Overall, these agreements provide further evidence of the Trump administration <a href=\"https:\/\/www.citizen.org\/article\/method-to-the-madness-how-trumps-chaotic-trade-agenda-benefits-big-tech\/\">carrying water for Big Tech<\/a>, through its <a href=\"https:\/\/www.citizen.org\/news\/map-big-techs-targets-in-trumps-secret-tariff-negotiations\/\">trade agenda<\/a>, recent <a href=\"https:\/\/www.citizen.org\/article\/trumps-deals-with-latin-american-countries-advance-big-techs-global-agenda\/\">trade negotiations<\/a>, and its <a href=\"https:\/\/www.citizen.org\/news\/trump-grants-his-greedy-big-tech-buddies-christmas-wish-with-dangerous-ai-preemption-eo\/\">domestic deregulatory policies<\/a>.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><em>En Espa\u00f1ol:\u00a0<\/em><\/p>\n<h2>Los<b> acuerdos comerciales con El Salvador, Guatemala son regalos para las grandes empresas tecnol\u00f3gicas<\/b><\/h2>\n<p>Washington, D.C. \u2014 Hoy, la administraci\u00f3n Trump public\u00f3 un nuevo \u00abAcuerdo sobre Comercio Rec\u00edproco\u00bb (<a href=\"https:\/\/ustr.gov\/sites\/default\/files\/files\/Press\/Releases\/2026\/El%20Salvador%20Agreement%201.29%20FINAL.pdf\">ART<\/a>) con Guatemala, despu\u00e9s del anuncio ayer de un acuerdo similar con El Salvador. Estos son los \u00faltimos acuerdos que se finalizan en respuesta a los aranceles rec\u00edprocos que Trump anunci\u00f3 en el \u00abD\u00eda de la Liberaci\u00f3n\u00bb y que han sido impugnados incluso ante la Corte Suprema de EEUU.<\/p>\n<p><b>En respuesta, Melinda St Louis, directora de Global Trade Watch en Public Citizen, emiti\u00f3 la siguiente declaraci\u00f3n:<\/b><\/p>\n<p>\u201cAqu\u00ed vamos de nuevo. Estos acuerdos de Trump con El Salvador y Guatemala est\u00e1n repletos de regalos para las grandes empresas tecnol\u00f3gicas, quienes buscan impedir cualquier ley futura que pueda exigirles responsabilidades. Esta es una medida que Trump ya estaba considerando debido a la presi\u00f3n interna y que la Corte Suprema podr\u00eda anular pr\u00f3ximamente.
